Symptom
You are on an S/4HANA system.
You post a material movement, invoice, settlement, price change, or any other material posting.
Error MLCCS009 or C+099 is triggered or there are no cost component split entries in table MLDOCCCS.
Environment
S/4HANA from release 1610 onwards.
Cause
Material Ledger is active (mandatory as of S/4HANA 1610), and Actual Cost Component Split has been activated in Customizing.
Resolution
If you intend to use Material Ledger Actual Costing, with Actual Cost Component Split, then you should follow the sequence explained in the note:

Therefore, the correct sequence will be
• Activate Actual Costing
• Activate Actual CCS
• Set up the Material Ledger productive: CKMSTART
If you have not followed the steps in the correct sequence mentioned before, you may have one of these scenarios:
a) If Actual Costing and Actual Cost Component Split are being activated after CKMSTART, you may use the program FCML4H_STARTUP:
In this case, the Actual Cost Component Split should be activated with the Actual Costing.
The program FCML4H_STARTUP should be used to create the Actual Cost Component Split when it is activated together with the Actual Costing
Before running FCML4H_STARTUP, check the documentation of the report: to be used Only when Actual Costing is activated at a later point of time after CKMSTART or Migration.
The program FCML4H_STARTUP generates the content for new data structures that are available for actual costing as of SAP S/4HANA 1610.
b) If the Actual Costing was already active before CKMSTART and you want to subsequently activate but the Actual Cost Component Split:
The program FCML4H_MLCCS_STARTUP included in the New Note 3012673 allows to subsequently activate the actual cost component split.
The following notes should be implemented

Some remarks
1. About program FCML4H_STARTUP
Consider that it needs to be executed if you have activated Actual Costing after executing the Set Valuation Areas to Productive with transaction CKMSTART (report SAPRCKMJ), or when you have performed a migration from a system with the SAP Business Suite, but at the time of migration ("M10: Migrate Material Ledger Master Data“ ) Actual Costing has not been active, but later you decided to activate Material Ledger Actual Costing.
The activation of Actual Costing has been done via transaction SPRO under ->Product Cost Controlling-> Actual Costing/Material Ledger-> Actual Costing-> Activate Actual Costing.
Never run FCML4H_STARTUP before CKMSTART or before Migration has been completed. After implementing the note 2547807, this possibility will not be available.
After an upgrade from S/4HANA 1511 to S/4HANA 1610 or higher the report FCML4H_STARTUP needs to be used to create MLDOC and MLDOCCCS for valuation areas with activated actual costing. In this case, the migration framework cannot be used.
Regarding the generation of actual cost component split data by FCML4H_STARTUP, there are two different cases to be considered:
If the note 3256792 is not implemented in your system and is not part of your support package, either, then FCML4H_STARTUP does not create any cost component split data for the stock values updated in tables MLDOC and MLDOC_EXTRACT. Therefore, it is not possible to run FCML4H_STARTUP for a valuation area with active actual cost component split which has materials with price determination control "3" (error message FINS_ML_MIG088). If such materials exist, users first have to change their price determination control to "2" via CKMM before they can execute FCML4H_STARTUP.
If note 3256792 is implemented or part of your support package, then transaction FCML4H_STARTUP does generate all the necessary cost component split data and it is not necessary to change the price determination control to "2" before running FCML4H_STARTUP.
2. Consider that you must not deactivate Material Ledger with report SAPRCKMJX as it can be critical, when Actual Costing is active.
This is especially critical when there is already stock and value posted in the valuation area (entries in ACDOCA with KTOSL = 'BSX').
When CKMSTART is executed afterwards, MLDOC entries will not be created.
